Steam boilers are installed in various industries viz. Rice mills, Solvent Extraction Plants, Paper mills, Sugar mills, Fertilizer plants, Sponge iron plants & Thermal power stations etc. Steam is generated in boilers at very high pressure & temperature which is used to provide heat during process of manufacturing & also to generate electricity.
Steam generating water at elevated pressure & temperature is highly explosive in nature and explodes with disastrous consequences when it is suddenly exposed to atmospheric conditions due to failure of boilers. The failure of boilers during its use may be attributed to faults in design & construction, effects of wear & tear during usage and improper operation/maintenance practices at the time of working.
Government of India has enacted Boilers Act – 1923 to protect life & property from the dangers of boiler explosion. Chhattisgarh Boiler Inspectorate implements the provisions of Boilers Act – 1923 & rules/regulations made there under to ensure safety of human life & property. Chhattisgarh Boiler Inspectorate works under administrative control of Commerce & Industries Department & its main functions are:-

(1) Inspection & registration of new Boilers.

(2) Annual inspection of Boilers to ensure safe operation during its usage. |
|
(3) Conduct examination for boiler operators & grant them certificate of competency as Boiler Attendant. |
|
(4) Conduct examination for engineers & grant them certificate of competency as Boiler Operation Engineer. |
|
(5) Work as Competent Authority for examination of welders & grant them certificate. |
|
(6) Work as Inspecting Authority during manufacturing for inspection & certification of Boiler spares.

WHAT’S NEW
Government of India has amended Boilers Act – 1923 in the year 2007 and made additional provision for private competent persons for inspection of boilers, private Competent Authority for welder certification & private Inspecting Authority for inspection/certification of boilers during manufacture & erection.
As per “Ease of Doing Business” policy of Government of India and Chhattisgarh Government; and Industrial Policy 2014-19 of Chhattisgarh Government scheme of self certification of Boilers has been introduced by State Government vide notification dated. 20-03-2015. Salient features of the scheme are as under:_

(1) All the owners of boilers have been authorised to get their boilers inspected & certified through Boiler Operation Engineers employed by them or from outside. |
|
(2) The certificate of boiler shall be submitted within seven days by ONLINE method to Boiler Inspectorate for necessary entry in records & same shall be returned to owner of boiler by ONLINE method within seven days. |
|
(3) All Boiler Operation Engineers have been authorised to carryout inspection & certification of boilers. No further registration is required. |
|
(4) Repairs of boilers with proper material has been ensured for safety of boilers. |
|
(5) Overall safety of boilers has been ensured by authorizing Boiler Operation Engineers for inspection of boilers, who are well conversant with operation/maintenance practices. |

3. Intimation for accident in a boiler for investigation. |

4. Application for examination of welders. |
